[basis: absence] Two differently phrased web searches returned no confirmation of US or Indian forces striking Pakistan-based targets in the evidence window. A September 29 Rediff article, “Surgical Strikes@10: When Indian Soldiers Inflicted Death On The Enemy,” concerns an anniversary rather than a newly conducted operation; September 24 BBC coverage instead concerned Pakistani strikes in Afghanistan (opposite actor and location). Confirmed qualifying operations found: 0; required: ≥1; 0 < 1, threshold NOT met. Absence of confirmation is not positive proof of no operation.
